Honestly, shes pretty dang good, and helps keep the game moving
Like most Magic: The Gathering cards, the value of Scourge of the Throne depends on a few consistent factors: its rarity, the printing and finish (regular or foil), its physical condition, and the set it was printed in (Tales of Middle-earth Commander)
You can see that in their records for the first set that was printed in nine languages, 4th Edition , that nothing seems to show up in that many prints, and its usually more like seven
Im still unsure of the flavor, but it certainly is a good effect, and one that gives value to every card that will come down the pike
